If the text is a text layer, the type needs to be rasterized. Don't rasterize the original, make a copy of the text layer. Hold down the Ctrl key and click on the layer thumbnail to make the text a selection. Now apply the chrome filter. If you're satisfied with the results you can trash the text layer.

If the text is part of your graphics and not a layer, you need to make the text a selection. Use your magic wand tool and crank up the tolerance setting if is not a solid color to make the selection. Copy and paste the selection to a new layer, then apply the chrome filter to the new layer. You may have to clean up the area on the original layer where the old text is. If the text selection has ragged edges you can use the pen tool or even the polygonal lasso tool to clean them up, but do this before you apply the chrome filter.
