| do either PSP9 or PS7 have the ability to crop CIRCLES rather than just squares? |

This is how you do it in Photoshop.
Set up Guides to the area you want to keep.
Select your Eliptical Marquee Tool to make your circle.
Hold down the Space key if you want a perfect circle and drag your mouse.
Click on Select-Inverse and press the Delete key.
Use your Crop tool to remove any unwanted space that was deleted.
